It is possible the fork came with a mechanical system that utilizes 2 telescoping rods that depending on the upper ones orientatin will block the lower unit. The SR Suntour XCM can come in either HLO or MLO depending on what the bike co. has requested form us.    What you are most likely experiencing is a light weight grease we use to lubricate the bushings and sliders.
